Right or wrong?

So, I just heard about a story in California. An eight year old boy has a father in the military and the father is getting ready to deploy overseas. This is at least the second time the dad has been deployed. When the boy was in the first grade he saw a mental health professional (wasn't specified other than being a therapist). The boy was diagonosed with separation anxiety.

So on this day,accoeding to the mom, the boy didn't want to go to school. But he went. He drew a picture of zombies and stick figures and apparently wrote the words "I want to die". The mother was called and she came to the school. She talked to the boy's therapist and the therapist was able and willing to see the boy. I'm not sure when another phone call was made to the LA mobile crisis unit. The crisis unit arrived at the school and according to the mom was informed that the boy's therapist didn't feel like the boy was a danger to himself. But the boy was still taken to a psychiatric hospital and admitted, against the wishes of the mother and the boy's therapist.

According to a psychitrist not involved in the case, before the boy was actually admitted, he should have been evaluated by a doctor at the hospital. Alledgedly that evaluation didn't happen. According to the mom, her son wasn't seen by a doctor until 48 hours later, at which point he was released.

Who is in a better position to decide if a child is a danger to himself and/or others? What say should the parents have? Since the parents didn't want their child admitted, should they be responsible for the hospital bill?
